The Individuals with Disabilities Education Act (IDEA) is a law ensuring services to children with
disabilities throughout the nation. IDEA governs how states and public agencies provide early intervention,
special education and related services to more than 6.5 million eligible infants, toddlers, children and
youth with disabilities. Infants and toddlers with disabilities (birth-3) and their families receive early
Intervention services under IDEA Part C. Children and youth (ages 3-21) receive special education and
related services under IDEA Part B. The Secretary of Education is proposing to make changes to the
regulations for the Early Intervention Program for Infants and Toddlers with Disabilities. The proposed
regulations will implement changes made to the Individuals with Disabilities Education Act by the
Individuals with Disabilities Education Improvement Act of 2004. You may comment on these regulations
by accessing Regulations.gov. Comments must be received by July 23, 2007.

Collaborations June 2007 Update
Cerebral Palsy of New Jersey's Assistive
Technology Services (ATS) department has teamed up
with The New Jersey Coalition for Inclusive Education
(NJCIE) for their upcoming Summer 2007 conference,
entitled "Meeting the Needs of All Students". The
conference will take place on June 27th and 28th at
Montgomerey Township High School. The two-day
conference will host many workshops on a variety of
topics related to education and inclusion. The ATS
department will be collaborating with both NJCIE and
the National Down Syndrome Society on a strand of
conference workshops focusing on Universal Design
for Learning (UDL). Staff from the ATS Department,
Bergen County Special Services School District, and
The College of New Jersey will be presenting various
strategies to ensure that the learning environment is
accessible to all students. In addition to the local
presenters a national speaker, Richard Jackson of
Boston College and the Center for Applied Special
Technology, will be the keynote speaker and present a
workshop on implementing UDL in school districts. For
